With the Constitution this has to be done by adding another amendment that repeals the one you want to appeal. This is how the eighteenth amendment that created Prohibition was repealed by the twenty first amendment - which basically leaves alcoholic beverage regulations up to state and local municipalities.
The second amendment is an eighteenth century relic from a time when there was no standing army and militiamen had to answer the call to assemble with their own weapons. The only use today is to intimidate lawmakers and incite the paranoid, existentially terrified, and emotionally insecure in the population.
